What can America do to stop Black male offenders from repeating crime after prison? What other alternatives are there besides prison for Black male minor criminals? How can America come together to stop black men from becoming extinct? Well first of all we can realize that this issue is a national problem and not just the black communities problem. Black men are over populating America's prisons due to repeat offenders and minor crimes. When black men are in prison they are not being rehibilitated; they're coming out worse than when they went in. We need a program in the criminal justice system that can be an alternative instead of prison and a program that rehabilitates after prison. The program can educate, show these men a better way of life and teach them to provide for themselves and their families legally. This program can be funded by the government.

I have been very upset over the years in regards to a bowling establishment where my two boys bowl on a youth league during the winter. My major complaint is that the parents smoke right behind the kids with no regard for their personal health. My two boys come home the victims of secondhand smoke which is very dangerous to a nonsmokerof any age. Because of the law pertaining to the Illinois indoor clean air act which exempts taverns and bowling alleys. I have contacted the Illinois Cancer Institute in Chicago,I also talked to my local village representative all to no avail. I am now hoping you can steer me in the right direction as to what I can do, any help would be appreciated, thank you.

A little over a year ago, the FDA imposed restrictions on sales and advertising of tobacco products in an effort to reduce the use of tobacco by teenagers. Several communities have written local ordinances, some stricter than others, in an effort to fight this problem. These included: 1)imposing fines to underage individuals caught in possession of tobacco, 2) fines to businesses caught selling to underaged and license revocation for repeat offenders, 3) requiring community service hours to those individuals in violation, and 4) mandatory classes at local hospitals. Does anyone know that these ordinances are effective? Are they being fully enforced? Are ordinances in the Metro South strict enough?

What are some ways to improve the level of health, and the provision of human services in the Chicago Metro South area, or in just your village or city?

To all: On the subject of abortion, abortion is a major controversy either way you look at it. Keep in mind that the world we live in now, is filled with children raising children. We complain about welfare and its recipients, yet we want to be rid of abortion. I'm not saying that it is the ethical thing to do, because honestly I could never see myself doing it. But, if we want to better our way of life then we have to learn to live with abortion. Life shouldn't have to be this way and there are other alternatives, but we can't say that "you" do not have the choice to abort something that is in "your" body.

In society today there are many things that our youths do to amuse themselves. One thing they do is abuse drugs and parents send them off to rehabs that most of the time don't stop them from abusing drugs and themselves. Are there any rehab centers that are more teenage based?

Ron, about your comment on abortion. Even though some may view abortion as an easy way out it can be helpful to some. Many kids that get abortion either do it to drop the responsability, which isn't right, or they do it so they don't have to sacrafice their future. Either reason probably isn't correct but do you really want to see a bunch of babies being raised by babies, which are unfit parents and can't really help their kid. Not me

Between semesters if college students don't have access to the Internet at their homes, perhaps they can get access at their public library. The Tinley Park Public Library does not have e-mail privileges for patrons, but would this discussion group be accessible through the WWW? I hope that several more will join our discussion.

What can we do to solve abortion? I think abortion is giving teenagers the easy way out of not having to raise a child. If there old enough to have sex, then they should be responsible enough to take the responsibilities.

Brian...Ron's right about the listing of crisis lines in our area. Also if you do a search on the first page of "All Kinds of Help" using the key word "youth" you will find agencies in our region that deal with youth issues, including depression. One good thing that your buddy has going for him is that he has you for a friend! But you're wise to understand that he needs help from people trained to deal with suicidal depression. Thanks for caring!

Brian, there are several youth oriented crisis lines listed; go back to "All Kinds of Help" and click on the crisis centers. Does anyone know of other places? Churches and synagogues often have staff members who are skilled at listening and helping. Barbers and beauticians often are good listeners. Sensitive peers are very beneficial, as you have shown.

A while back a close friend of mine was having some serious emotional problems and attempted suicide. Had not I and some other friends discovered what he was going to do, he would have followed through with it. Later on he told me there was no one to whom he could turn to discuss his problem (he wasn't comfortable talking to his high school counselor). My question is, where and to who, in our South Metro area, can teens turn to be understood and helped when they have problems?

Ron...it's a very good question. I believe that welfare reform is a good thing because it will encourage people to take responsibility for what happens in their lives, and to take necessary steps to take care of themselves and their families. On the other hand, there are many very legitimate needs that must be met and if we as a society don't believe that the government is the entity that should meet these needs, we better figure out what is. I like to think about the old days when someone's house burned down and the entire community turned out to help. If we could just begin to really think about those in our region as "neighbors," perhaps our families and faith communities and community organizations could really begin to impact the lives of those in need. I'd like to think that we can! I'd be interested in reading what others think about your question.

Are NonGovernmentalOrganizations and faith based organizations helping to meet the needs of persons in the Metro South region after the Welfare Reform Act has taken effect? Are there specific needs as we enter the winter season?
