I prefer notepad (or DOS edit) to do all my HTML documents, for several reasons:

1. It's free.
2. I know exactly what tags are where and how they got there.
3. I can write the document and customize it myself to work on several different browsers.
4. I can write the document in some ordered structure so that I can read through it and understand what is going on where in the document without too much fuss. (If you don't know what I mean, just look at any document that was made by using Office 97's Save As HTML function. What is   anyway?)

The drawbacks are that it is time consuming, but I have the confidence that there are no little surprises in the document that I didn't expect.
